Re: Community-focused housing case study
Thank you for your email, which we received on 18, August 2021, requesting information
relating to a ‘
Community-focused housing case study’.
The specific details of your request and our response is below.
Please provide with a copy of the Auckland 'Community-focused housing case study.
In 2019 Eke Panuku worked with consultants (The Urban Advisory) to investigate community
focused housing models including a case study within the isthmus. This work was aligned to
the Auckland Plan (homes and places/belonging) and the commitment of Eke Panuku to
exploring new and innovative housing models).
Community focused housing is a new model that offers a way to provide affordable rental
and/or ownership and fil the gap between social housing and market housing on the housing
continuum. It targets the intermediate housing market. The objective is to provide more
affordable, high quality housing choices for low-medium income households at below market
rates based on approaches that have been successful internationally. It is noted that many of
the international models require significant public sector support to get underway.
As part of their urban regeneration leadership role, Eke Panuku investigated community
focused housing models to find out more about what barriers exist (e.g. legal, financial,
governance) and what would need to change to facilitate a community focused housing
scheme to be implemented in the NZ context.
The test case thoroughly examined the dif erent models. It highlighted various development
risks, legal and implementation issues that meant it was not considered feasible to progress
at this point.

This request includes documents relating to this work being taken to the executive, the
Board, decisions made on the future of this work and any/all communication between
