Thank you for your request under the Official Information Act 1982 (the Act) on 7 September
2021 for information relating to the Smokefree Aotearoa 2025 Action Plan. You requested
specifically:
“Copies of reports, memos, correspondence, briefings, presentation and documents,
written and electronic, pertaining to the Smokefree Aotearoa 2025 Action Plan inclusive of
files or reports that analyse consultation.”
“Copies of correspondence, emails, Cabinet Papers (including drafts), Ministerial Briefings
(including drafts) and reports, with and between the Ministry, the Minister of Health and/or
Associate Ministers of Health, connected to the Smokefree Aotearoa 2025 Action Plan.”
“A list of all submitters on the Smokefree Aotearoa 2025 Action Plan.”
“Copies of all reports, memos, correspondence, briefings and documents, written and
electronic, relating to the Smokefree Environments and Regulated Products Act 2020
discounting that connected to the Smokefree Environments and Regulated Products
Regulations 2021.”
“Copies of correspondence, emails, Cabinet Papers (including drafts), Ministerial Briefings

On 7 September 2021, you were informed through email correspondence that your request is
for a very large volume of information and it may be refused under section 18(f) of the Act. On
21 September 2021, the Ministry contacted you to follow up on this refinement.
As we have not received a response from you, to date, your request is refused in full under
section 18(f) of the Act, as the information requested cannot be made available without
substantial collation or research. I have considered whether charging or extending the time to
compile the information would enable us to respond, however, as this request is for a
substantial amount of information, and you were asked to refine it, I do not believe it is in the
public interest to do so.
Under section 28(3) of the Act, you have the right to ask the Ombudsman to review any
