Request made under the Official Information Act 1982
Thank you for your email of 20 September 2021 requesting the following information under the Official
Information Act 1982 (the Act):
Please release any information about telecommunications, ITS, or other utility ducts along the
Transmission Gully Motorway.
This should include the number of ducts, linear kilometres of ducts, whether any ducts were
outfitted with subduct, number of vaults or chambers, cost of the works, and how costs were
apportioned (i.e. entirely to utility operators, split between operators, etc.).
The number of ducts required to be provided on the Transmission Gul y project is listed in Section 11 –
Utilities, of the TG PPP Project Agreement - Schedule 11 – Works Requirements. This can be found at

At financial close the total length of duct banks being provided by the Builder was stated as being
34.22km. The length of the project is nominally 27.5km. No sub-ducts were required to be provided or
are being installed by the PPP Builder.
Waka Kotahi NZ Transport Agency does not hold a record of the number of ducts, linear kilometres of
ducts, or the number of vaults or chambers, as these are being provided by the Builder as part of
delivery of the road. At this point in time the as-built information required by our Roading Assessment
and Maintenance Management (RAMM) asset system has yet to be provided.
The cost of the instal ation of the telecommunications, ITS and other utility ducts along the TG
motorway was included as part of the PPP Contract Price, with any actual and reasonable costs for
the administration, access (traffic management etc) and installation of any associated ITS
infrastructure falling to the telecommunications utility supplier(s) as per the National Code of Practice
for Utility Operators Access to Transport Corridors.
The capital cost of the telecommunications, ITS and other utility ducts is considered to be commercial-
in-confidence between Waka Kotahi and the PPP Builder, and I am therefore withholding this
information under Section 9(2)(b)(i ) of the Act, in order to protect information where making the
information available would be likely unreasonable to prejudice the commercial position of the person
who supplied or who is the subject of the information.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
