Re: Emily Place Reserve
Thank you for your email of 28 September 2021 about the Emily Place Reserve. Your
specific request and our response are set out below.
1. Provide the legal status and ownership of the land occupied but the Emily place
reserve, and who that is vested in.
In 1972 first title NA24B/1307 was issued in the name of the Auckland City Council (now
Auckland Council) as a public park or reserve for the land containing 1517m2 of land,
defined on SO 13A. In 1982 the reserve was formally classified for recreation purposes.

2. Who is responsible for the day-to-day maintenance of the reserve, and how has that
authority been allocated or authorised.
The full facilities contractor, Ventia, who were selected via a procurement process, are
responsible for the day-to-day maintenance of the reserve.
3. Who currently has legal authority relating to final say over the reserve, including
who makes final decisions about who is consulted on matters relating to the
reserve?
Auckland Council is the owner and responsible for maintenance, planning and decisions.
The Waitematā Local Board is the best initial point of contact to speak to about getting things
done in the reserve.

4. Is Emily Reserve subject to the Significance and Engagement policy 3. The
reserve/trees have significant recognised heritage values including in the UP:
a) has there been a conservation plan done, if so please provide
A conservation plan has not been done for Emily Place Reserve.
b) is there a management plan of any sort including Tree management and
replacement plans
The Auckland Council Urban Ngahere (Forest) Strategy applies to all open space in the Local
Board area including management of the trees in Emily Place Reserve.
c) has a safety or CPTED assessment been done? if so please provide.
No specific CPTED or safety assessment has been done for Emily Place Reserve, however it
was the focus of the recent Innovative Streets project led by Waka Kotahi and the Auckland
Council design team which involved community consultation from November 2020 through to
mid-2021. Although the project focussed on safe streets and the greening of these streets,
there was community feedback signalling a couple of key concerns for the reserve including
the tree canopy coverage and other CPTED related matters with visitors in the park after dark.
Please refer to attached for information from the consultation and design workshop as well
as the most recent update on the trial programme for the Innovative Streets project, which if
successful wil have a positive impact on activities in the park as well. During consultation
themes raised by the community with respect to the use of the park included:
• Liveability, People First, Safety, Quiet Enjoyment
• Respect the historical background - redevelop the park as an outdoor living museum
- Māori culture, it's trading history, it's red-light history - with seats and benches so
people want to spend time there
• Improve the facilities on Emily Place so that families can enjoy the green spaces
d) is there a heritage assessment, if so, please provide
There hasn’t been a heritage assessment of Emily Place Reserve as a discrete unit however
the area has the below overlays in the Auckland Unitary Plan:
