, you emailed the Ministry of Social Development (the Ministry)
requesting, under the Official Information Act 1982 (the Act), the following
information:

Please provide all communications with the Wellington and London offices of
the Behavioural Insights Team since the 2017 general election. Please also
include any and all strategy documents, discussion papers, and meeting notes
from the beginning of that period up until the present.
On 12 October 2021, the Ministry contacted you advising that your request was too
broad in scope and as it stood, it would be refused under section 18(f) of the Act. On
21 October 2021, the Ministry followed up on the refinement. To date the Ministry has
not received a response.
Therefore, I refuse your request under section 18(f) of the Act as substantial manual
collation would be required to provide you with the information.
I have considered whether the Ministry would be able to respond to your request given
extra time, or the ability to charge for the information requested. I have concluded
that, in either case, the Ministry’s ability to undertake its work would still be prejudiced.
