Request made under the Official Information Act 1982 
Thank you for your email of 9 October 2021 to the Ministry of Transport, requesting the following 
information under the Official Information Act 1982 (the Act): 
In the 2020 general election, the Labour Party promised to start "developing a rapid transport 
network for Christchurch". Are there any updates on this, and can the Ministry supply those? If 
there are no updates, can the Ministry supply a general timeframe for when this will start to 
develop? 
This request was transferred to Waka Kotahi NZ Transport Agency for response on 12 October 2021, 
as the information you have requested is more closely aligned with the functions of Waka Kotahi. 
The Greater Christchurch Mass Rapid Transit Interim Report was released in June 2021. It was 
prepared by consultants for Waka Kotahi, which is acting on behalf of itself and the local councils of 
greater Christchurch. 
The interim report finds that utilisation of Mass Rapid Transit is highly dependent on the intensity of 
land-use it services and recommends that the next phase of the business case aligns its development 
with the development of the Greater Christchurch spatial plan.
