Thank you for your email of 3 November 2021 requesting the fol owing information under the Official
Information Act 1982 (the Act):
Can I have a copy of all the inputs to a Digital Strategy specifical y:

2. Digital Trends
3. Digital Shifts
4. Capability Building Blocks
5. System Map to Capability Building Blocks
The Waka Kotahi NZ Transport Agency’s Digital Strategy is an important piece of work focuses on
using technology to improve business performance, whether that means creating new products or
improving current processes. It specifies the direction Waka Kotahi wil take to create new competitive
advantages with technology, as well as the tactics it wil use to achieve these changes.
In developing the strategy, Waka Kotahi has undertaken extensive works to identify our current state
and associated vulnerabilities within our digital environment. I have therefore withheld al our inputs on
value streams, digital shifts, capability building blocks and system map to capability building blocks
into the Waka Kotahi Digital Strategy under section 6(a) of the Act as the making available of that
information would be likely to prejudice the security of our business and digital systems, potential y
endangering the privacy and safety of both Waka Kotahi staff, and members of the public.
Section 6(a) is a conclusive reason for withholding information; therefore, the public interest test is not
applicable. However, I do not consider that there are any other factors which would render it desirable,
in the public interest, to make the information available.
With regard to our input into the digital trends, I am only able to release partial information, which has
been enclosed along with this letter (OIA-9017 - Trends from public domains.xlsx). I am withholding
certain information under section 9(2)(ba)(i) to protect information which is subject to an obligation of
confidence or which any person has been or could be completed to provide under the authority of any
enactment, where the making available of the information would be likely to prejudice the supply of
similar information or information from the same source, and it is in the public interest that such
information should continue to be supplied. Some of the information requested is the intel ectual
property of our providers, hence we are unable to release it as we wil be in breach of our contractual
commitments with our providers.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to:
