, you emailed my office requesting, under the Official Information Act
1982, the following information:

May I ask if there are any updates for the review and if any decision for the board
has been made, e.g. appointment process for new board member, disestablishment
or anything else in that context. It has been few months since my last request.

If the review has been completed, may I request a copy of the review please, if the
review still not yet been completed, may I ask when it will be, any estimation of time?

As per your previous response the information will be made public available later the
year. It is now end of the year, what is the estimation of release and what caused the
delay?
In the interests of clarity, your questions will be addressed in turn.
1. May I ask if there are any updates for the review and if any decision for the board
has been made e.g. appointment process for new board member, disestablishment
or anything else in that context.
On 04 October 2021, Cabinet confirmed the decision to disestablish the Partnership Fund Board,
and that the Ministry of Youth Development should formally oversee the Partnership Fund.
Partnership Fund Board members’ terms will continue until 31 December 2021.
2. If the review has been completed, may I request a copy of the review please and if
the review is still not yet been completed, may I ask when it will be, any estimation
of time?
Please see enclosed the key documents considered during the review. You will note that some
information is withheld under section 9(2)(f)(iv) of the Official Information Act as it is under
active consideration. The release of this information is likely to prejudice the ability of
government to consider advice and the wider public interest of effective government would not
be served.
The redactions applied to REP/21/3/337 under this provision are necessary because the decision
to disestablish the Board was taken to Cabinet, however the replacement options were not taken
to Cabinet. The alternatives are an adjacent policy in development. The scope, scale and timing
of this policy is under active consideration. Please note that there is a strong public interest in
protecting the Government’s ability to consider advice on this matter without prejudice. The
disestablishment of the Board resulted in the loss of four youth (ages 16-24) roles. The ongoing
policy process will compensate for this and improve youth representation.

The contact details of some individuals are withheld under section 9(2)(a) of the Act in order to
protect the privacy of natural persons. The need to protect the privacy of these individuals
outweighs any public interest in this information.
3. As per your previous response, the information will be made publicly available later
in the year. It is now end of the year, what is the estimation of release and what
caused the delay?

The impacts of COVID-19, including the August 2021 nationwide lockdown, have delayed
decisions on the review of the Partnership Fund Board.
