Thank you for your email of 2 December 2021 regarding temporary traffic management for special 
events. Your correspondence has been referred to me as it falls within my responsibilities as National 
Manager for programme and standards. 
 
As your request is asking for an interpretation of a publicly available document, rather than 
information, your request does not fall within the definition of Official Information as stated in section 2 
of the Official Information Act 1982 and has not been considered under the Act. However, we have 
provided a response below to your queries.  
 
The Code of Practice for Temporary Traffic Management does not go into the level of detail described 
in your email, as approval of a traffic management plan (TMP) depends on a number of things such as 
location, safety considerations and type of transport system impact. In theory, you could submit a TMP 
to a Road Controlling Authority (RCA) for 300 days over a 12-month period, as TMP’s can only be 
approved for a maximum 12-month period.  
 
The RCA assesses applications based on the TMP fitting in with their works programme and on their 
network without significant impact. As the RCA for state highways, we would likely decline if there is 
not a reasonable need for the closure or temporary traffic management.
