I am writing in response to your Official Information Act 1982 (OIA) request to the New
Zealand Security Intelligence Service (NZSIS) of 15 March 2022. You made the following
request.
I would like to make a request for copies of some documents referred to in the two
CTAG reports released today:
ONE: The Threat Insight which carries the reference “21-151-TI” (referred to on page 1,
footnote 1 of the threat environment report).
TWO: “Potential for Violent Extremist threats to NZ COVID-19 Programmes" [21-167-
TA]
THREE: "Involuntary Celibates (Incels) and the New Zealand context" [21-79-TI]
FOUR: “Hindutva Violent Extremism" [21-36-TI]
FIVE: "Terrorism Intent Continuum" [21-118-TI] and "Terrorist Attack Capability
Continuum" [21-80-TI], unless the entirety of these documents is already included in
Annex 2 and 3 of the annual review.
SIX: Lastly, Annex 1, paragraph 5 of the annual review refers to a Threat Assessment
which carries the reference “20-232-TA” (with no “A” after the “232”). If this is a
different document to “20-232A-TA” (the annual review issued February 2021, which
has already been made public), I would like to request a copy.
Decision on your request
NZSIS holds information that falls within the scope of your request. That information has
been assessed for release to you, subject to the following provisions of the OIA:
s6(a), where the making available of the information would be likely to prejudice the
security or defence of New Zealand or the international relations of the Government
of New Zealand.
1. The Threat Insight which carries the reference “21-151-TI”
This document is the
CTAG Glossary Update, issued 5 November 2021. Please find a copy of
this document attached. Some redactions have been made under section 6(a) of the OIA.
2. “Potential for Violent Extremist threats to NZ COVID-19 Programmes" [21-167-TA]
I am unable to release this document in its entirety, as doing so would be likely to prejudice
the security or defence of New Zealand, and New Zealand’s international relations, as
protected by section 6(a) of the OIA. Please see attached a summary of the document, as
allowed for under section 16(1)(e) of the OIA.
3. "Involuntary Celibates (Incels) and the New Zealand context" [21-79-TI]
Please find a copy of this document attached. Some redactions have been made under
section 6(a) of the OIA.
4. “Hindutva Violent Extremism" [21-36-TI]
Please find a copy of this document attached. Some redactions have been made under
section 6(a) of the OIA.
5. "Terrorism Intent Continuum" [21-118-TI] and "Terrorist Attack Capability
Continuum" [21-80-TI], unless the entirety of these documents is already included in
Annex 2 and 3 of the annual review.
The documents referred to are those included in Annex 2 and 3 of the annual review. I have
attached copies of each of these documents for your reference.
6. SIX: Lastly, Annex 1, paragraph 5 of the annual review refers to a Threat Assessment
which carries the reference “20-232-TA” (with no “A” after the “232”). If this is a
different document to “20-232A-TA” (the annual review issued February 2021, which
has already been made public), I would like to request a copy.
The document with the reference 20-232-TA is titled
New Zealand Terrorism Threat Level
Remains at MEDIUM, and was issued on 1 February 2021. The document is another version of
the 20-232A-TA document (of the same title) which has been previously released. The
difference is the 20-232-TA document is of a higher security classification and contains
sensitive information that was not included in the 20-232A-TA version.
Because of the sensitive information, I am refusing your request for document 20-232-TA
under section 6(a) of the OIA. All information that can be released from the document is
already available in the 20-232A-TA version which previously been released.
