Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of 
Health (the Ministry) on 18 December 2021 regarding health service users. Please find a 
response to each part of your request below. 
 
Can you please provide me with the Ministry of Healths estimated number of health 
service users (HSU) who interacted with the health system in 2019? 
 
Approximately 5,000,769 health service users interacted with the health system in 2019. 
 
Can you please provide me with the number of HSU who interacted with health system in 
2020? 
 
Approximately 5,046,740 health service users interacted with the health system in 2020. 
 
Can you please give me the total estimated eligible population number of HSU that was 
used as the baseline data figure to determine vaccine coverage rates and from which date 
to which date (day,month,year) was determined as the previous year for that data? 
The total estimated number of health service users used as the baseline data was 4,209,057. 
This includes everyone who interacted with the health system between 1 January 2020 and 
31 December 2020, who was alive and aged 12 years or over as at 1 July 2020.
