Dear Mr Marshall
Thank you for your request dated 26 December 2021 to Kāinga Ora – Homes and Communities for
the following information under the Official Information Act 1982 (the Act):
How many potential Specified Development Projects is Kāinga Ora currently assessing? Of
those projects, how many have been proposed by Kāinga Ora internally and how many by
private developers?
Kāinga Ora has not yet selected a project for assessment as a Specified Development Project
(SDP) under the Urban Development Act (UDA) but several conversations are under way
regarding potential SDPs.
The formal assessment of a project is a significant piece of work and it is important that projects
are selected carefully. Under Section 29 of the UDA, Kāinga Ora has discretion in selecting
projects for formal assessment. In exercising a discretion, all relevant facts and factors should be
considered, with due regard given to the breadth of any discretion conferred and any mandatory
considerations, and in furtherance of the statutory objectives of the UDA.
To date one external proposal for consideration as a SDP has been received from a private
developer.
Discussions continue to be held with a broad range of external parties about their projects and the
benefits or otherwise of using the UDA development pathway.
