and the Chinese Government: Improving the Business Environment for a More Dynamic
Economy of China and the world.
PURPOSE:
We have been approached by the Ministry for Foreign Affairs and Trade to
support a high-level conference jointly hosted by the Chinese Government
and the World Bank.

MFAT has identified this as a great opportunity for New Zealand to share
its experience and to further support its relationship development with

senior Chinese government and business officials.
During the conference there will be a special focus on the World Bank’s
annual
Doing Business Report, in which New Zealand has consistently
ranked very highly for Ease of Doing Business across a number of
indicators, including registering property. China wishes to build on what
it’s already doing by drawing on international best practice from countries
like New Zealand.
The conference provides New Zealand with an excellent opportunity to

enhance its international reputation as a global leader and develop
networks with the World Bank and the Chinese government.
MFAT has recommended we focus on:
“the steps, time, and cost involved in registering a property, assuming a

standardized case of an entrepreneur who wants to purchase land and a building
that is already registered and free of title dispute. In addition, the topic measures the
quality of the land administration system in each economy. The quality of land
the
administration index has five dimensions: reliability of infrastructure, transparency
of information, geographic coverage, land dispute resolution, and equal access to
property rights” – (topic explanation from the conference agenda)
As part of the New Zealand delegation, Robbie will be participating in a
under
panel discussion led by Sylvia Solf, Senior Private Sector Specialist, World
Bank. The other delegates from New Zealand include:
• Ross Van Der Schyff, Registrar of Companies (talking about the
‘Starting a Business’ indicator)
• Ben King, Deputy Secretary of Asia and Americas at MFAT (talking
about the New Zealand business environment as a whole)

To enhance NZ’s international reputation by sharing LINZ’s experience in
developing a world-leading system for land registration.
Develop international networks with the World Bank and our land registry
counterparts in the Chinese government.
