Thank you for your email of 12 January 2022 seeking clarification on the classification of Te Ahu a 
Turanga: Manawatū Tararua Highway. Your email has been referred to me for response as the 
matters raised fall within my area of responsibility as National Manager System Design. 
 
Te Ahu a Turanga: Manawatū Tararua Highway was designed to be a highway, which aims to restore 
a vital connection for local communities, travellers, and distributors across the lower North Island. The 
concept design of this 11.5km new highway includes a separate shared path for walking and cycling 
along with links to other local pathways and a viewing platform. There will be roundabouts to connect 
local roads at each end. Access to private landowners’ driveways on to the highway will be retained. 
The highway will also accommodate access rights for utility service providers to connect their assets.  
 
Having all these features included in the concept design, Te Ahu a Turanga: Manawatū Tararua 
Highway is classified as a highway rather than an expressway. The main difference is that 
expressways generally have stringent protocols that limit access for road users such as pedestrians 
and cyclists, and connections between the expressway and rural communities.
