Thank you for your email of 14 January 2022.  Your specific request and our response are 
set out below. 
 
Phil Goff was quoted as saying - 
“Research shows that the risk of infection between two unvaccinated people is 20-fold higher 
than between two vaccinated people" 
and is published on your web site -

There are no references to any research that may prove this. 

 
1.Can you please provide the documentation/research that proves - risk of infection between 

two unvaccinated people is 20-fold higher than between two vaccinated people  
 
You have requested the source of the following statement published on Our Auckland and 
made by Mayor Phil Goff: “Research shows that the risk of infection between two 
unvaccinated people is 20-fold higher than between two vaccinated people”.

2. Can you also please provide any meeting minutes (links or video is suitable) of council ors 
where vaccination mandates were discussed.

including information on how the decisions were made. Therefore, your request is refused 
under Section 17 (d) of the LGOIMA, as it wil  soon be publicly available.   
 
3. Can you please supply how the members of the council voted to agree to the mandates if 

there was a vote taken. 
 
We wil  soon be publishing information about our approach to vaccinations on our website, 
including information on how the decisions were made. Therefore, your request is refused 
under Section 17 (d) of the LGOIMA, as it wil  soon be publicly available.

Should you believe Auckland Council has not responded appropriately to your request, you 
have the right by way of complaint, under section 27(3) of the LGOIMA, to apply to the 
Ombudsman to seek an investigation and review of the decision.
