Request for information under the Official Information Act 1982 
 
Thank you for your request dated 19 January 2022 to the New Zealand Security Intelligence 
Service (NZSIS), in which you request the following under the Official Information Act 1982 
(the Act): 
“I  would  like to  request  copies  of  the  following  documents  on  the  topic  of  the  2021 
reissue of the CusMod Direct Access Agreement: 
1) All briefings prepared for the NZSIS Responsible Minister 
2) All briefings prepared for the Minister of Customs 
including any briefings which accompanied the DAA when it was presented to these 
ministers for their approval.“ 
On  14  February  2022,  the  NZSIS  partially  transferred  question  two  of  your  request  under 
section 14 of the Act to the New Zealand Customs Service (Customs). 
In response to your request for all briefings prepared for the Minister of Customs on the topic 
of  the  2021  reissue  of  the  CusMod  Direct  Access  Agreement,  Customs  has  identified  one 
briefing  in  scope  titled  Joint  Briefing  Note:  Review  of  CusMod  direct  access  agreement 
(reference  RPT  21/155),  which  is  identical  to  the  briefing  provided  to  you  by  the  NZSIS  in 
their  response  to  your  Official  Information  Act  request  on  16  February  2022.  This  briefing 
was provided to both the Minister Responsible for New Zealand Security Intelligence Service 
and  the  Minister  of  Customs  as  a  Joint  Briefing,  and  can  be  accessed  through  the  FYI

Customs  has  also  identified  an  excerpt  in  Customs’  Weekly  Report  to  the  Minister  of
