RESPONSE TO AN OFFICIAL INFORMATION ACT REQUEST
On 26 January 2022
, you contacted the Ministry for Pacific Peoples (the Ministry) requesting,
under the Official Information Act 1982 (OIA), information regarding the Ministry’s nominations
process. I have interpreted your request as being for information for calendar year(s), however,
please note that for our reporting purposes we record and publish our statistics by financial year.
I have outlined your specific requests and my responses to each below.
May I ask how is your process of nominating people and how many people registered within your
registry.
The Ministry currently holds 288 registrations from individuals of Pacific decent in its Nominations
Governance Boards/Commit ees database. To be added to this database a registration form can
be submit ed via the Ministry’s website. The registration form can be viewed here:
www.mpp.govt.nz/programmes/nominations-service/nominations-service-registration.
Once registered, the Ministry’s nomination process is as follows:
• The Ministry receives a request from an appointing agency.
• The request is assessed on position details, competencies and eligibility criteria.
• A database search for suitable candidates is undertaken
• Regional Directors are provided the list of suitable candidates for feedback and
recommendations. Other Ministry senior leadership staff may be asked to assist at this
stage as needed.
• The Ministry contacts nominees to discuss the opportunity and a potential interest in the
position and offer assistance with their application as needed.
• A final list of candidates is provided to the appointing agency.
• The final decision and approval sit with the relevant Minister and Cabinet Appointment
and Honours (APH) Committee.
Also, how many people you have successfully nominated to a position from the past two year
(2021 and 2020), may I have all the name of successful applicant and the position they have
been successful on.
Successful candidates are contacted directly by the appointing agency. The appointing agency
are not obligated to inform if or when candidates presented by the Ministry are successful.
While we could provide the number of candidates that we are aware of, this figure would not be
an accurate representation of successful nominees due to limitations related to gathering this
data such as our reliance on appointing agencies or candidates to notify the Ministry of the
outcome. And while the Ministry also completes its own searches of online databases to find this
information, not all organisations publish their corporate and/or board memberships.
The information on our database is provided in confidence and is private. Therefore, the names
of the successful candidates we are aware of have been withheld under section 9(2)(a) of the
OIA, to protect the privacy of natural persons.
If possible, may I also get the list of positions that you have nominated people to from your registry
in the past two year.
I have appended to this letter Table 1 which outlines the list of State Sector Boards and
Commit ees the Ministry has nominated candidates to in 2020 and 2021 respectively.
Also, the org chart for your nomination service team too, please include the name and title.
