Thank you for your request of 5 February 2022 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
Would you please provide a copy of all email communications which discuss specific 2022 or 
2023 opening dates for the Peka Peka to Otaki expressway. 
 
On 15 February 2022 you were asked to refine your request, as the original scope identified over 900 
emails and email trails that would need to be collated and assessed. As your refinement of 17 
February 2022 did not reduce the scope of the request, a further request for refinement on 22 
February 2022 was made. As we have not received a response, the scope of your request is deemed 
to require substantial collation and is therefore being refused under section 18(f) of the Act.  
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
