Your Official Information Act request, reference: GOV-017203
Thank you for your email of 10 March 2022, asking for the following information under the Official
Information Act 1982 (the Act):
1.
What law provides Accident Compensation Corporation with permission to take money without
permission from a person's salary without being voted in democratically or asked that individuals
permission to do so and where does snatching money indiscriminately fit in with today's bil of rights
the human right law and possession is nine tenths of the law outlook.
2.
Where do Accident Compensation Corporation see having the same practice in place for 50 years
without a thorough public consultation on best money practices from voters on running Accident
Compensation Corporation and the public not getting more bang for their buck in investment
outcomes setting up wel run health centres by new Zealanders for new zealanders.
We wrote to you on 23 March 2022, asking you to clarify your request by 28 March 2022. As you have not
responded to our request to clarify what official information you want us to provide to you, we have
interpreted your request is for information related to ACC levies.
We refer you to the Ombudsman’s guide Making official information requests
This is available on the Ombudsman’s website, here:
www.ombudsman.parliament.nz/resources/making-
official-information-requests-guide-requesters.
Part of your request is to provide an explanation and is therefore not considered official information under
the Act. Accordingly, we are refusing to respond to these two questions. Under the Act, a distinction exists
between a request for information already known and held by an agency (official information), versus a
request for an agency to form an opinion or provide an explanation or comment, and thus create new
information to answer a request (not official information).
In order to fund the ACC Scheme, everyone who works in New Zealand is required to pay levies
Al New Zealanders pay levies in different ways. This may be through your income, businesses, petrol, your
vehicle registration or through government funding. You can find information about levies on ACC’s
website
at https://www.acc.co.nz/about-us/our-levies/what-your-levies-pay/.
Further information regarding the Management of the ACC Scheme is also available on the New Zealand
Legislation website
