Re: Activate Auckland
I refer to your email, which we received on 26 April 2022, requesting information about Activate
Auckland.
Auckland Unlimited has previously released under LGOIMA some information which relates to the first
part of your request:
A list of every business that received the support package, and how much they
received.
Auckland Unlimited has provided some important context regarding your request for “how much
businesses received”:
Auckland businesses accessing support through Activate Tāmaki Makaurau do
not, in fact, receive any money directly. They receive specific services to a value approved via the
application process.
Businesses receive the support through service providers. Payment for completed services is made
directly from Activate Tāmaki Makaurau to the service providers, upon Auckland Unlimited’s receipt of
an invoice, once the contracted work is completed – and only at the conclusion of a thorough vetting
process which includes the review of:
•
business’ initial registration (to determine their eligibility to access support and their
acceptance of Terms and Conditions)
•
business’ detailed applications (to determine whether proposed work falls within the
parameters of the funding’s intended use).
At the conclusion of agreed work, and before payment is made, businesses and service providers
must confirm their agreement that all work outlined in the detailed funding applications has been
completed, in line with the contract that exists between the business and the service provider.
The process for both businesses and service providers to access the Activate Tāmaki Makaurau
programme was developed to help ensure the funds were used for their intended purpose.
Please find attached the following as at 28 March 2022:
1. A list of Auckland businesses which received Activate Tāmaki Makaurau support, and the
value of the services received, for Business Advice services.
This was provided in the following areas: Business Planning; Strategy and Continuity;
Financial Planning and Cashflow Management; HR and Employee Relations and Legal;
Business Hibernation or Exit; Marketing Advice; Digital Marketing; Digital Enablement; Health
and Safety Advice; Health and Wellbeing Advice for workforce support.
2. A list of Auckland businesses which received Activate Tāmaki Makaurau support, and the
value of the services received, for Implementation of business advice and planning.

This was provided in the following areas: Business Strategy and Continuity Plan; Financial
Planning and Cashflow Management; HR and Employee Relations and Legal; Business
Hibernation or Exit Plan; Marketing Plan; Digital Marketing Plan; Digital Enablement; Health
and Safety Plan; Health and Wellbeing workforce business plan.
• The lists provided are those where the work was completed, and invoice approved for
payment by 28 March.
Our further response:
Auckland Unlimited intends to publish information about Activate Tāmaki Makaurau (up to 31 May
2022) shortly after that date on its website. This information wil include updated lists of businesses
that have received Business Advice and Implementation support as part of the programme, and the
value of that support. It wil also include lists of service providers that have provided services to
businesses as part of the programme; the numbers of businesses each service provider has
completed work for; and the total value of the payments the service providers have received.
So any additional information related to the first part of your request is refused under LGOIMA section
17(d)
that the information requested is or wil soon be publicly available on the grounds that the
information wil soon be published.
The second part of your request related to the names of businesses that the service providers were
directly involved in supporting is refused under LGOIMA section 7(2)(b)(j )
would be likely
unreasonably to prejudice the commercial position of the person who supplied or who is the subject of
the information on the grounds that, if released, this information would likely prejudice the companies
receiving the support.
Decisions pertaining to the release of your information have been made by Pam Ford, Director
Investment and Industry, Auckland Unlimited.
Should you believe Auckland Council has not responded appropriately to your request, you have the
right in accordance with section 27(3) of the LGOIMA to make a complaint to t
he Office of the
Ombudsman to seek an investigation and review of the decision.
