The following information is sought about Mangapapa School, 5 Rua Street, Gisborne
1. What was the full cost of building the original retaining wall on the Mangapapa
School bank bordering Mangapapa Stream?
2. What subsequent costs have been incurred in rectifying flood water damage to the
original retaining wall on the Mangapapa School bank bordering Mangapapa
Stream?
3. What are the ongoing maintenance costs for the retaining wall on the Mangapapa
School bank bordering Mangapapa Stream?
4. How many geotec surveys were undertaken on the grounds of Mangapapa School
for number 2 and number 5 Rua Street in 2020 and 2021 and what were the results
of each survey?
5. How many geotec surveys were undertaken on the grounds of Mangapapa School

Question One:
What was the full cost of building the original retaining wall on the
Mangapapa School bank bordering Mangapapa Stream?
The construction of building the original retaining wall was completed in 2008 at a cost of
$515,631.63 plus GST.
Question Two: What subsequent costs have been incurred in rectifying flood water
damage to the original retaining wall on the Mangapapa School bank bordering
Mangapapa Stream?
As the Mangapapa Stream had the potential to undermine the original retaining wall, a
Gabion rock wall was installed in 2012 to stop erosion and to stabilise the base of the
retaining wal , at a cost of $70,441.73 plus GST.
Question Three: What are the ongoing maintenance costs for the retaining wall on the
Mangapapa School bank bordering Mangapapa Stream?
As previously advised, this part of your request was transferred to Mangapapa School on
4 May 2022 under sections 14(b)(i) and 14(b)(i ) of the Act, as the Ministry of Education does
not hold this information and as it is more closely connected to the functions of Mangapapa
School.
Question Four: How many geotec surveys were undertaken on the grounds of
Mangapapa School for number 2 and number 5 Rua Street in 2020 and 2021 and what
were the results of each survey?
We have identified two geotechnical surveys that have been commissioned and completed,
as follows:
• BCD Group - 19 January 2018 (66 pages) – attached as
Appendix A
• LDE, Land Development Engineering - 26 July 2019 (293 pages) – attached as
Appendix B.
Each survey involved multiple tests across the site as part of the school redevelopment
project.
Initial geotechnical investigations were completed in 2018 and 2019, with further
investigation work completed in 2021. The outcome was that the affected site can be
remediated for building construction.
Question Five: How many geotec surveys were undertaken on the grounds of
Mangapapa School for number 2 and number 5 Rua Street in 2020 and 2021 and what
were the costs of each survey?
As noted above, two geotechnical surveys were conducted. I am withholding the costs of
these under 9(2)(b)(i ) of the Act, as release of this information would be likely unreasonably
to prejudice the commercial position of the person who supplied or who is the subject of the
information.
Question Six: Are plans in place to build a new retaining wall along the Mangapapa
School bank bordering Mangapapa Stream and if so, what will it cost?
There are no plans to build a new retaining wall bordering Mangapapa Stream. A palisade
wall is being built as part of a classroom building foundation system for stage three of the
redevelopment project.

Question Seven: Is reinforcing work planned on the existing retaining wall along the
Mangapapa School bank bordering Mangapapa Stream and if so, what will it cost?
There are no plans to reinforce or replace the existing retaining wall bordering Mangapapa
Stream.
Question Eight: Is the Mangapapa School Hall at risk of slipping into Mangapapa
Stream?
There is no known risk with the Mangapapa School Hall.
