Good afternoon Stallah
Thank you for your email below in relation to an OIA request received from  the New Zealand 
Council for Civil Liberties (the Council) asking for ‘A copy of the discussion paper written for 
Customs NZ on the topic of security vs. transparency’.
This discussion paper is unable to be located  within Customs, and no one that should be aware 
of the paper is aware of it. 
I note that the attached letter from the Council dated 8 February 2022 states: ‘Stats NZ had done
some work with Customs NZ and written a discussion paper regarding the dimensions of Security
vs Transparency.’
May I suggest that Stats NZ have the Council confirm the basis of its thinking it was a discussion
paper written for Customs. It would seem however by the language used in the above paragraph
that Stats NZ wrote the paper.    
For your consideration.  Feel free to contact me if you have any queries in regard to the
aforementioned.

Hope this will find you safe and well.
Stats NZ has received an OIA for the following information:
a) A copy of the Martin Jenkins review of the Data Ethics Advisory Group
b) Copies of the agendas and minutes of all meetings held since October 2020
c) A copy of the discussion paper written for Customs NZ on the topic of security vs.
transparency
d) A list of all discussion papers written by the group since its formation, including the title of the
paper, date it was published, and agency that the paper was written for (if any)
Item c above (highlighted) refers to a ‘copy of the discussion paper written for Customs NZ on the
topic of security vs. transparency’. We’ve searched through all the advice published on our
website and cannot find this one. We also cannot locate this anywhere else within our systems
despite carrying out a thorough search. In saying this, we saw from a quick google search there
was a document released under another OIA request which includes a statement that “Stats NZ
had done some work with Customs New Zealand and written a discussion paper regarding the
dimensions of security vs. transparency.” – We assume this is what this request is based on,
though it does not appear to relate to the Data Ethics Advisory Group (it is under the item
heading ‘Data Ethics Principles’. Relevant links from google search below:
