I did a search on my email about customs and the DEAG which didn't yield anything.
I follow the FYI site so I know this same applicant has made many data ethics OIAs to a range of agencies. It is possible that a document or paper was mentioned in other correspondence with other agencies but that it never made it to the DEAG.
I am happy that if Stats has searched its files and I have searched my files as a member of the group, that we don't have such a paper and can say that

Hope this will find you safe and well. Just keeping you in the loop regarding the below OIA which relates to the work of the Data Ethics Advisory Group (DEAG). The request is asking for the following information:
a) A copy of the Martin Jenkins review of the Data Ethics Advisory Group
b) Copies of the agendas and minutes of all meetings held since October 2020
c) A copy of the discussion paper written for Customs NZ on the topic of security vs. transparency
d) A list of all discussion papers written by the group since its formation, including the title of the paper, date it was published, and agency that the paper was written for (if any)
