Request made under the Official Information Act 1982
Thank you for your email of 4 May 2022 requesting the following information under the Official
Information Act 1982 (the Act):
Could you please provide a detailed list with all Motorways, expressways and other high standard
highways (Ngauranga Gorge, O2NL and Manawatu-Tararua) and include the start and finish
points, length and when construction was completed etc
The information that you have requested is provided in the attached spreadsheet.
The data should be considered in conjunction with the following caveats:
• The Network Region column describes the area in which each state highway section resides.
The regional boundaries are based on contractual state highway maintenance regions.
• Under the Classification column, some state highway sections are classified as
Undefined as
they have no recorded declaration in our system.
• Under the Classification column,
Neither Declared Motorway Nor Expressway refers to state
highway arterials.
• The first three digits of the Road ID column indicate the state highway designation. For
example, 005 is State Highway 5.
• The suffixes of N and S for State Highway 1 represents North and South Island alignments.
• The suffixes of H, J, K and P for State Highway 1 represent the old state highway alignments
that run parallel to the new (existing) alignments. These are assigned a suffix until the road is
formally handed over to the local authorities. For example, 01K is the Old State Highway 1
Mackays to Peka Peka.
• The start and end coordinates are Google Maps compatible. The coordinate system used is
World Geodetic System 1984 (WGS84).
• The data contained in the spreadsheet is current as at 9 May 2022.
• The term ‘high standard highways’ is rather generic, so we have provided information that
hopefully meets your expectations.
The state highway network covers the length of New Zealand and made up of multiple sections that
are built over time, with various construction completion dates. As such, I am refusing your request for
construction completion date under section 18(g)(i) of the Act as this information is not held by Waka
Kotahi and there are no grounds for believing it is held by another government department.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
partially refuse this request. The contact details for the Ombudsman can be located at
