Official Information Act request: Implementation of recommendations by Te Uepū
Hāpai i Te Ora Safe and Effective Justice Advisory Group
Thank you for your email of 22 May 2022 requesting, under the Official Information Act 1982
(the Act), information regarding the implementation of recommendations made by Te Uepū
Hāpai i Te Ora Safe and Effective Justice Advisory Group. Specifically, you asked:
Which recommendations outlined by the Te Uepū Hāpai i Te Ora Safe and Effective
Justice Advisory Group within the report "Turuki! Turuki! Transforming Our Criminal
Justice System" have been implemented since its release in 2019?
Turuki! Turuki! Transforming Our Criminal Justice System (Turuki! Turuki!) was one of
several reports completed as part of the Hāpaitia te Oranga Tangata Safe and Effective
Justice programme (Hāpaitia te Oranga Tangata).
The engagement through Hāpaitia te Oranga Tangata resulted in a significant number of
overlapping recommendations for the reform of the criminal justice sector and government
services more broadly. The Government’s approach is not to implement or reject individual
recommendations but to use the common themes to inform criminal justice sector
transformation through initiatives such as Ara Poutama Aotearoa Department of Corrections’
Hōkai Rangi strategy, New Zealand Police’s Reframe Strategy, and the Te Ao Marama
vision for the District Court.
We can say that work is proceeding under a number of areas highlighted in Turuki! Turuki!
For example, a Mana Ōrite agreement has been signed between Ināia Tonu Nei and the
Justice Sector Leadership Board. You can find out more about this on the Ināia Tonu Nei

Justice sector agencies are continuing the process of change that the Hāpaitia te Oranga
Tangata programme sought to initiate through its public engagement. Agencies are
progressing towards a vision for a fundamentally different and more effective criminal justice
system through organisational strategies, key work programmes and through new and
strengthening partnerships with iwi/Māori.
