1. Karakia / Convenors Update /What’s on top
Meeting started at 9:36AM by the Chair who led the group in a karakia.
Frian noted that Liz Cassidy had resigned due to change in her circumstances and workload. This
creates a gap with no Pasifika representation on the advisory group.
ACTION: To inform the Governing Council of the gaps in advisory group representation and consider
filling this gap.
2. Minutes from the previous meeting
Recommendation:
That the TCIEAG approves the minutes as a true and accurate record of the meeting held on 5th
November 2021.

3. TCIEAG feedback on the Draft Physical Restraint Rules and Guidelines
Discussion ensued on the following points and feedback was provided to TC staff to inform the Teaching
Council feedback on draft rules and guidelines.
· what acceptable physical contact is and when is can be used
· when and how physical restraint can be used as a last resort
· the threshold for significant emotional distress.
· are the scenarios helpful? What types of scenarios are missing?
· how accessible and user-friendly are the guidelines?
What improvements can be made to improve accessibility?
· what training is needed to support understanding and application of the Rules and Guidelines?
· is the language used appropriate?
Few key points that the TCIEAG provided were that the shift from chal enging behaviours to students in
distress was great to see and much needed, focus on understanding reasons for distressed behaviour
within the guidelines was important but resourcing for this training was important, there was a need for
good practice examples, more information and focus was required on trauma informed approaches,
neuroscience of learning, cultural y responsive practices and inclusion was necessary. The definition of
emotional distress needed to be clear as it is a medical term and hence must be defined as such.
