Thank you for your email of 18 July 2022 requesting the following information from Te Tūāpapa
Kura Kāinga – The Ministry of Housing and Urban Development (the Ministry) under the Of icial
Information Act 1982 (the Act):

Al advice prepared by the Ministry of Housing and Urban Development for Ministers
since 1 January 2022, in relation to Kāinga Ora's:

2022/23 Statement of Performance Expectations

Financial and/or non-financial performance in the 2021/22 financial year

Debt, bond programme or borrowing protocol (current or forecast), including
the leaked document dated 17 June
-
Long Term Investment Plan
-
Retrofit and Healthy Homes Programmes

Transparency and accountability

Performance measures and/or targets.

I would also like to request a copy of all reports or briefings prepared by consultants,
government agencies or internal parties in relation to the Ministry's Crown entity
monitoring function, since 1 January 2022.
On 15 August 2022 we extended the timeframe for making a decision on your request to 16
September 2022 because consultations necessary to make a decision were such that a proper
response could not reasonably be made within the original time limit.
Your request for the Ministry’s advice in relation to Kāinga Ora’s retrofit and healthy homes
programmes is refused under section 18(e) of the Act – that the document alleged to contain the
information requested does not exist.
During the consultation process, the Ministry made the decision to publish the documents that are
in scope of your request, as well as other documents produced by the Ministry in relation to Kāinga
Ora’s performance, as part of a wider proactive release on our website. Therefore, the remainder
of your request is refused under section 18(d) of the Act as the information requested wil soon be
publicly available.
You have the right to seek an investigation and review of my response by the Ombudsman, in
accordance with section 28(3) of the Act. The relevant details can be found on the Ombudsman’s
website at:
