NZDF SUPPORT TO THE UK’S OP INTERFLEX: TRAINING UKRAINIAN ARMY RECRUITS

The following risks have been considered:
Maintenance of National Contingency (NatCon) response forces, for domestic
and regional responses. The requirement to maintain NatCon response forces
for HADR and the HRTU was considered.

Maintenance of engagement within the Pacific. This calendar year has seen, and
will continue to see, a high level of engagement within the Pacific for building
partner capacity and leadership development. This has been higher than in any
of the previous several years. Based upon ongoing partner requests this level of
engagement will continue, and it is assessed that this deployment will not
interfere with those activities.
Force Regeneration. The ability for NZDF to deploy additional personnel to the
UK may be perceived as counter to the narrative that the NZDF requires a period
of regeneration post Op PROTECT. The nature of the recommended option
involves the deployment of trained, but predominantly junior, NZ Army
personnel serves to manage current commitments and regeneration activities, as
well as providing a significant retention mechanism.

Under the current framework, all options require Cabinet approval.

Options 1 (recommended), 3, and 4 of encl 1—due to their recommended deployment
dates—would require an out of session Cabinet approval. This would be further complicated
by the Parliamentary recess over the period 4-21 Jul 22.

Option 2 could be submitted for consideration at ERS in August, for Cabinet decision in
early September.
