Thank you for your email of 24 July 2022 requesting, under the Official Information Act 1982 (the Act), the
following information:

3:-Count of EOIs which were submitted before 15 September 2018 and are still in the pool. If you
can provide the count of persons that will be great too.”
Our Response
Question 1:
As at 30 July 2022, there were a total of 5,618 Parent Residence Expressions of Interest (EOIs) in the
pool. These EOIs have a total person count of 8,847 people.
Question 2:
Officials provided initial advice to the Minister of Immigration on options for updating and reopening
the Parent Category on 29 July 2022. We have identified 79 emails and 6 papers provided to the Minister
of Immigration in the six months to this date. The documents are being withheld in full under section
9(2)(f)(iv) of the Act to maintain the constitutional conventions for the time being which protect the
confidentiality of advice tendered by Ministers of the Crown and officials. This does not preclude the
content of these documents from being withheld on other grounds in future requests where they are in
scope.

In terms of section 9(1) of the Act, I am satisfied that, in the circumstances, the withholding of this
information is not outweighed by other considerations that render it desirable to make the information
available in the public interest.
Question 3:
As at 30 July 2022, there were 3,578 EOIs that were accepted by Immigration New Zealand before 15
September 2018. These EOIs have a total person count of 5,824 people.
