Thank you for your email of 27 July 2022 requesting the fol owing information under the Official 
Information Act 1982 (the Act): 
 
I request a PDF copy of Transit NZ's "State Highway Distance Marking Manual (SMO51)" dated 1 
July 1998. 
 
The current Location Referencing Management System Manual (SM051) is available on the Waka 
Kotahi NZ Transport Agency website at: www.nzta.govt.nz/resources/location-ref-management-sys-
manual/  
 
This SM051 manual was published July 2004 however, I note you have requested a copy of the 
SM051 manual dated 1 July 1998. Waka Kotahi does not hold copies of any previous versions of the 
SM051 manual, nor is there a previous version available online. 
 
Therefore, I am refusing your request for the version dated 1 July 1998 under section 18(g)(i) of the 
Act as the information is not held by Waka Kotahi and there are no grounds for believing it is held by 
another government department. 
 
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
