Thank you for your request
of 29 July 2022 requesting the following information under the Official
Information Act 1982 (the Act):
Can you please advise the cost difference between the proposed roundabout at Shoemaker
Road East & West & the current plan of a roundabout at The Novia Scotia Road, any
increase in infrastructure costs & cost of purchasing land.
Can you please advise the impact the plan to build a roundabout at Novia Scotia Road &
Shoemaker Road East & West only being left hand turns, on carbon emissions by users of
Shoemaker Road West having to travel to Waipu via Nova Scotia - increasing travel distance
by at 7.5 kms.
Can you please advise the rationale behind the change from the roundabout at Shoemaker to
the roundabout moving to Nova Scotia -
Can you please advise if Millbrook Road onto SH1 will be both left & right turning
I will now answer each part of your request in turn.
Can you please advise the cost difference between the proposed roundabout at Shoemaker
Road East & West & the current plan of a roundabout at The Novia Scotia Road, any
increase in infrastructure costs & cost of purchasing land.
Costs for the proposed designs are still in their early stages and have not yet been confirmed. At this
stage, the proposed shift of the roundabout from the Shoemaker Road East and West intersection to
the Nova Scotia Drive and Rosythe Road intersection is predicted to be relatively cost neutral, even
with the required realignment of Nova Scotia Drive.
Can you please advise the impact the plan to build a roundabout at Novia Scotia Road &
Shoemaker Road East & West only being left hand turns, on carbon emissions by users of
Shoemaker Road West having to travel to Waipu via Nova Scotia - increasing travel distance
by at 7.5 kms.
Carbon emissions calculations for this scenario do not exist. As such, I am refusing this part of your
request under section 18(g)(i) of the Act, as the information requested is not held by Waka Kotahi and
there are no grounds for believing that the information is held by another department or Minister of the
Crown or organisation, or by a local authority.
Can you please advise the rationale behind the change from the roundabout at Shoemaker to
the roundabout moving to Nova Scotia -
The original proposal for a roundabout at Shoemaker Road East and West was on the basis that the
time taken for motorists to access the Waipū town centre and State Highway 1 would be reduced.
During consultation in 2021, Waka Kotahi received community feedback which identified that
substantial urban housing growth in the area would in fact increase traffic congestion, were a
roundabout to be installed at this narrow stretch of road.
As a result of this feedback, Waka Kotahi determined that a roundabout at Nova Scotia Drive/Rosythe
Road would be preferable. The installation of a roundabout at this location will significantly reduce
traffic congestion for motorists accessing Waipū and the Twin Coast Discovery Route from State
Highway 1, while still providing the expected safety benefits.
Can you please advise if Millbrook Road onto SH1 will be both left & right turning
The current proposal maintains both left and right turn movements at Millbrook Road, to and from
State Highway 1.
