Your Official Information Act request, reference: H2022009827
Thank you for your email on 9 August 2022 requesting information about PricewaterhouseCoopers (PwC)
work on COVID-19 related services.
As part of the health and disability system reforms, as of 1 July 2022 the functions previously under
the Manatū Hauora (Ministry of Health) National Immunisation Programme directorate have
transferred to Te Whatu Ora Health New Zealand (Te Whatu Ora). As the matters you have raised
now fall under the functions of Te Whatu Ora, our agency will respond to your request which has
been considered under the Official Information Act 1982 (the Act). I shall quote and respond to each
part of your request below.
(1) Please supply all advice, reports and memos including risk updates from PWC-based
officials/contractors to the Ministry of Health from November 2019 to April 1 2022.
This includes, but is not limited to, information and advice in the form of reports, memos and
appendices from the PwC New Zealand Hauora team and David Nalder.
This includes but is not limited to:
- The CVIP Programme Status and Risk Summary.
- Future Assurance
- Risk, opportunity, uncertainty, behavioural updates, reports, and data.
On 17 August 2022, you were contacted and asked to refine part one of your request as it would
require a substantial amount of time to collate and involve a search for this information manually
across a number of teams. Your request would require collating hundreds of documents, which
would require the teams to individually assess each document and its contents. This would place an
unreasonable degree of strain on the team responsible and would interfere with the day-to-day
workings of the Ministry. As a response has not been received from you to date, this part of your
request is refused under section 18(f) of the Act.
(2) Please provide details of costs paid to PWC for COVID-19 related services from November
2019 to the August 8, 2022.
Please find attached to this letter a breakdown of the payments made to PwC for its work on COVID-
19 related services from April 2020 to June 2022. This includes services such as the COVID-19
Vaccination and Immunisation Programme, COVID-19 Response and COVID-19 Response Technology.
