Request made under the Official Information Act 1982
Thank you for your email
of 16 August 2022 requesting the following information under the Official
Information Act 1982 (the Act):
1. Vehicle Trip OD matrix by the time of the day (in .csv format)
2. Loaded transportation network data by the time of the day (.shp format)
3. TAZ boundary shapefile (.shp format)
4. TAZ parking data (e.g., the number of parking lots, price of parking)(.shp format)
On 30 August 2022, Waka Kotahi NZ Transport Agency asked you to clarify your request as it is
unclear whether Waka Kotahi holds the data that you are seeking. To date, we have not received a
response to our request for clarification. I am therefore refusing your request under section 18(e) of
the Act because the alleged information does not exist or, despite reasonable efforts to locate it,
cannot be found.
To provide context to this decision, Waka Kotahi engages in integrated transport planning at national,
regional and local levels in partnership with local government, other central government organisations
and the private sector. However, the data used in the development of any transport and traffic models
is held by external parties, such as local councils or modelling specialists/consultants.
Transport and traffic models are built using various data collected from different sources, such as
census data from Stats NZ, household travel survey data from Te Manatū Waka Ministry of Transport,
land use plans from local councils etc. The model will also depend on a variety of elements such as
the study area, time periods etc. If you have a specific region that you’re interested in, I suggest you
contact the relevant local council to see if they hold the data you seek.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to refuse
