Thank you for your email of 8 September 2022 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (the Act), the following information:
1) Please provide me with the total number of people that are residing in New Zealand, on a
Work Visa that hold Citizenship in Chile.
2) Please provide me with the total number of people that are residing in New Zealand, on a
Work Visa that hold Citizenship in Argentina
3) Please provide me with the total number of people that are residing in New Zealand, on a
Work Visa that hold Citizenship in Falkland Islands or Malvinas.
4) Please provide me with the total number of people that are residing in New Zealand, on a
Work Visa that hold Citizenship in Brazil.
5) Please provide me with the total number of New Zealand Citizens that currently hold Dual
Citizenship with Chile.
6) Please provide me with the total number of New Zealand Citizens that currently hold Dual
Citizenship with Argentina.
7) Please provide me with the total number of New Zealand Citizens that currently hold Dual
Citizenship with Falkland Islands or Malvinas.
8) Please provide me with the total number of New Zealand Citizens that currently hold Dual
Citizenship with Brazil.
9) Please provide me with the total number of New Zealand Police staff or contractors, that
are employed or contractors on work permit Visas.
10) Please provide me the total number of New Zealand Police staff or contractors, that hold
Dual Citizenship and which country they hold the Dual citizenship with.
11) Please provide me with the total number of New Zealand Police staff or contractors, that
have applied for Citizenship and are yet to be awarded Citizenship to New Zealand. Please
include their countries of origin or which country they hold Citizenship in currently.
12) Please provide me with the total number of New Zealand Police staff or contractors, that
are citizens of Chile.

are citizens of Argentina.

22) Please provide me with the total number of New Zealand permanent residents, being
citizens, refugees or current work permit visa holders, that hold Dual citizenship with Brazil.
23) Please provide me with the total number of New Zealand permanent residents, being
citizens, refugees or current work permit visa holders, that hold Dual citizenship with Falkland
Islands or Malvinas.
24) Please provide me with the total numbers of people currently residing in New Zealand that
may hold Citizenship from any of the States/Areas currently known as Antarctica, if any..
25) Please provide the total number of New Zealand Government Employees or contractors.
26) Please provide the total number of New Zealand Government Employees or contractors
and which department or agency of the New Zealand Government they are employed or
contracting to. Please also include the total numbers of those who hold Dual Citizenship and
which other Country they are citizens of.
Our Response
Question 1. The total number of people in New Zealand, on a work visa, and who hold citizenship of
Chile was 1,404, as at 31 August 2022.
Question 2. The total number of people in New Zealand, on a work visa, and who hold citizenship of
Argentina was 1,365, as at 31 August 2022.
Question 3. Immigration New Zealand is aware that since 1983, Falkland Islanders have held full
British citizenship. Consequently, these people cannot be distinguished from other British citizens,
meaning Immigration New Zealand does not hold this information. Therefore, this part of your
request is refused under section 18(e) of the Act, as the information requested does not exist.
Question 4. The total number of people in New Zealand, on a work visa, and who hold citizenship of
Brazil was 1,956, as at 31 August 2022.
Please note for the above four questions, a visa holder’s nationality is recorded based on the passport
held at the time of entering New Zealand, regardless of any other citizenship they may hold. For
example, if a person holds Argentinian and Brazilian citizenships and used their Argentinian passport
to enter New Zealand, this person will be treated as holding Argentinian citizenship.
The population
counts are randomly rounded to base 3, to protect the privacy of natural persons.

Questions 5-8. As advised on 20 September 2022 these parts of your request were transferred to the
Department of Internal Affairs in accordance with section 14(b)(i) of the Act.
Questions 9-15. As advised on 15 September 2022 these parts of your request were transferred to
the New Zealand Police in accordance with section 14(b)(i) of the Act.
Questions 16-19. As advised on 15 September 2022 these parts of your request were transferred to
the New Zealand Defence Force in accordance with section 14(b)(i) of the Act.
Questions 20-24. As noted earlier, a person’s nationality is recorded on the Immigration New Zealand
(INZ) system based on the passport held at the time they entered New Zealand regardless of whether
they hold dual citizenship. These parts of your request are therefore refused under section 18(e) of
the Act, as this information does not exist.
Questions 25. Data on the total number of New Zealand Government Employees is publicly available
on the Te Kawa Mataaho Public Service Commission website here:

We are refusing your request for information on the total number of contractors employed by the
New Zealand government under section 18(g) of the Act as the information requested is not held by
or connected more closely with the functions of another department (for itself and for a departmental
agency hosted by it or an interdepartmental executive board serviced by it) or interdepartmental
venture or Minister of the Crown or organisation, or by a local authority.

Questions 26. We are refusing this part of your request under section 18(g) of the Act as the
