Mr John Luke
[FYI request #20504 email]
10 October 2022
Dear Mr Luke
Ref: DOIA 2223-0528
Thank you for your email of 10 September 2022 to the Ministry of Business, Innovation and Employment
(MBIE) requesting, under the Official Information Act 1982 (OIA), the following information:
β
Thanks for your response on my DOIA 2223-0309 request.
I noted, βThe Assessor Team maintains a database of potential panelists, which was used to identify
the recommended panel members.β
Can you please provide the full database of potential panelists, also the org chart of mentioned
assessor team. How often does this database get update and what method the assessor team use
to source the panelists?, eg google search? Or are there any particular means to find them.β
The answers to your questions are as follows:
1. Can you please provide the full database of potential panelists
I am withholding the full database of potential panelists under section 9(2)(a) of the OIA to protect
the privacy of natural persons. The details of potential panelists who ultimately did not participate in
the assessment process may impact negatively on their reputations. Therefore, this information has a
high privacy interest. I do not consider that the withholding of this information is outweighed by
public interest considerations in making the information available. The details of people who were
not involved in the assessment process do not have a high public interest.
2. Also the org chart of mentioned assessor team
The Assessor Team organisational chart is below.
3. How often does this database get update and what method the assessor team use to source the
panelists?, eg google search? Or are there any particular means to find them. [sic]
The database is updated when new assessors are added as required for funding rounds. Various
methods are used to source panel members. Recommendations are sought from MBIE staff, including
from the Assessor Team, who use publicly available information to find experts who fit the skill
requirements. A list of proposed assessors is written for the approval of the General Manager,
Science System Investment and Performance.
I trust that you find the information helpful. You have the right to seek an investigation and review by the
Ombudsman of this decision. Information about how to make a complaint is available at
www.ombudsman.parliament.nz or freephone 0800 802 602.
Yours sincerely
Ime Telea
