Dear Phillip
Request made under the Official Information Act 1982
Thank you for your email of 13 September 2022 requesting the following information under the Official
Information Act 1982 (the Act):
Please provide details of the specifications for markings that are required for legal pedestrian
crossings. In particular please comment on the legality of using markings other than white
stripes.
The Land Transport Rule Traffic Control Devices 2004 (the Rule) sets out the legislation governing
traffic control devices, including pedestrian crossings. To be legal, all pedestrian crossings must
comply with clause 8.2 of the Rule, which outlines the legal specifications for the design, construction
and installation of pedestrian crossings. The Rule is publicly available at the following link (refer to
page 46 to 49): https://www.nzta.govt.nz/assets/resources/rules/docs/traffic-control-devices-2004-as-
at-19-may-2022.pdf
The Rule requires pedestrian crossings to be marked in reflectorised white, which contrast with the
colour of the roadway. In principle, Waka Kotahi NZ Transport Agency would not authorise any
installation of pedestrian crossings in any other colour than white. However, this differs to the clause
5.6 of the Rule that regulates roadway art.
If you would like to discuss this reply with Waka Kotahi, please contact the Ministerial Services team
by email to [NZTA request email]
Yours sincerely
