Request for information
Thank you for your Official Information Act 1982 (OIA) request of 16 September
2022, in which you asked:
According to Canadian state media, in February 2015, an employee of the Canadian
Security and Intel igence Service (CSJS) trafficked three British girls- 15, 15, and 16
years old respectively- into Syria for the purposes of sex, where they were repeatedly
raped by older men. CSJS attempted to cover this crime up, and according to
Canadian state reporting, nobody in the hierarchy which organized the trafficking has
been subject to discipline.

Recent media reports indicate that employees of this CSIS organization who likely
were involved in the chain of command overseeing the sex trafficking operation are
meeting in Queenstown, as part of a the broader 'Five Eyes' group.
1) Are New Zealand Police aware that representatives of CSJS are meeting in
Queenstown? Please provide all documents relating to this meeting.
2) Are New Zealand Police aware that CSIS has been involved in trafficking people
by coercion or deception?
3) Are New Zealand Police investigating CSIS representatives in the country for
their involvement in this crime?
4) Do New Zealand Police have any plans in place to protect underage New
Zealand girls from the kind of actions CSIS has been involved in in the past?
In response to your first question, Police is aware that there was a meeting between Five
Eyes agencies this year in Queenstown. Police is refusing your request for documents
relating to the meeting pursuant to section 6(a) of the OIA, as the making available of
that information would be likely to prejudice the security or defence of New Zealand or
the international relations of the Government of New Zealand. New Zealand Police does
not provide details on security operations.
The Department of Prime Minister and Cabinet (DPMC) may be able to provide you more
information. As Police is aware you have sent them a similar request, a partial transfer
has not been necessary.

In response to your second question, Police holds no relevant information, therefore this
part of your request is refused pursuant to section 18(g) of the OIA, as the information
requested is not held.
An agency is not obliged to form an opinion or create information to answer an OIA
request. With that in mind, the remainder of your questions are refused pursuant to
section 18( e) of the OIA, the information requested does not exist.
If you are not satisfied with my response to your request, you have the right to ask the
Ombudsman to seek an investigation and review of my decision.
