Thank you for your email of 22 September 2022 requesting the following information under the Official
Information Act 1982 (the Act):
1. Please provide the Auckland Harbour Bridge Shared Path SSBC dated 20 Jan version 4

2. Please provide the latest version of the Auckland Harbour Bridge Shared Path SSBC without
redactions, if not the same version as above.
3. Peer Review: economic benefits of a cross-harbour walking and cycling link (including wider
economic benefits – WEBS), EY, June 2019. Referenced in the AUCKLAND HARBOUR
BRIDGE SHARED PATH – SSBC, page 83, Footnote 48. –
The most recent Auckland Harbour bridge Shared Path Single Stage Business Case (SSBC) is
publicly available on our website: www.nzta.govt.nz/assets/projects/northern-pathway/docs/AHB-
shared-path-SSBC-20200106.pdf. This is the most current version and has not been superseded.
Waka Kotahi has considered releasing the paper in full as you have requested. However, it has been
decided to retain the existing redactions under section 9(2)(i) of the Act. This section al ows for the
withholding of information to enable Waka Kotahi to carry out, without prejudice or disadvantage,
commercial activities.
While the standalone bridge component of the project is no longer progressing, the SSBC includes
certain financial information that Waka Kotahi does not consider appropriate to release at this time.
Doing so would be likely to adversely impact our ability to engage in future commercial activities with
project contractors, where walking and cycling projects across the Waitematā Harbour or elsewhere in
the Auckland region are progressed.
Certain information is also being withheld under the following sections of the Act:
• 9(2)(a): to protect the privacy of natural persons
• 9(2)(g)(i): to maintain the effective conduct of public affairs through the free and frank expression
of opinions by or between or to Ministers of the Crown or members of an organisation or officers
and employees of any department or organisation in the course of their duty.
I also have enclosed the Ernst and Young review paper. Third parties’ details are withheld under
section 9(2)(a) of the Act.
With respect to the information that has been withheld, I do not consider there are any other factors
which would render it desirable, in the public interest, to make the information available.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to
