Request under the Local Government Official Information and Meetings Act 1987 (LGOIMA) We refer to your information request received 6 October 2022. A copy of your request is set out
below:
“In lieu of that, can you please provide any correspondence (including electronic mail) between
the contractors and Otago Regional Council staff between 1 June 2022 and 1 October 2022?
If the scope of that request is too large then please reduce the scope to only include
correspondence that references 'drivers', 'staff', 'staff shortages', 'recruitment', 'schedule(s)',
'service reductions'.”
We consulted with you by writing to you on 11 October 2022 advising that a search of ORC’s
email database had been undertaken which identified 1,648 emails as within scope. As your
request was currently framed, it would have been very difficult to meet without substantial
collation or research and we proposed you may wish to consider narrowing the scope of
correspondence by amending or clarifying your request.
As we did not hear from you by the due date (14 October), we are refusing your request under
section 17(f) of the LGOIMA, which applies where the information cannot be made available
without substantial collation or research.
You have the right to seek an investigation and review by the Ombudsman of this decision.
