Thank you for your Official Information Act 1982 (OIA) request of 27 October 2022 to the
New Zealand Security Intel igence Service (NZSIS) seeking information about the
classification system review.
You were advised on 26 October 2022 that the time limit for responding to your request had
been extended to 23 November 2022 because the consultations necessary to make a
decision on your request were such that a proper response could not reasonably be made
within the original time limit.
Response
You asked the fol owing questions:
The PSR website refers to a review of the classification system that included receiving feedback
from stakeholder agencies in 2019 and 2020:
“We recognize that simplifying the System was identified as a high priority by al of the agencies
involved in the review project in 2019 and 2020. That review found that simplifying the system wil
require significant resources across government to undertake. We did not receive approval from
Cabinet to commit those resources at this time.”
I would like to request a copy of this review or report that summarises this feedback and contains
the finding referred to above.
The fol owing documents in scope of this question are enclosed:
Review of the New Zealand Government Security Classification System
(February 2020). This is a change proposal document that was sent to al agencies to
invite involvement in the impact assessment process.
Review of the New Zealand Government Classification System (October 2020).
This paper summarises the proposed change and impact assessment findings from
the classification system review in 2019/2020.

that the “Security and Intel igence Board agreed to the 2022 policy on 23 March 2022”. I would like
to request a copy of whatever report, presentation or other material was presented to the Security
and Intel igence Board at this time to inform their approval of the updated classification policy.
The fol owing document is enclosed to respond to this part of your request:
Revision of the Classification System Policy 2022 (February 2022). The purpose of
this paper was to seek Security & Intel igence Board agreement approval for the
proposed changes.
If it isn’t included in the above material, I would also like to request a list of al stakeholders,
government and non-government, consulted with as part of the review process.
This information is included in the material provided in response to question one - Review of
the New Zealand Government Classification System (October 2020).
