Just an update: The organisers are developing two plans based on numbers attending, if
numbers are low they will remain on the footpath & if high they will use the road with police
support. They will not know numbers till the day.

I have spoken to
& essentially this comes down to 3 options for the organisers if they are
unable to find sponsorship for next week’s event;
1. They go ahead without formal TTM (workable with some police support- though risky for
the organisers).
2. They remain on the footpath only & don’t take TTM
a. May not be workable due to unknown numbers attending & potential spill onto
road anyhow.
3. They postpone the event till they can raise the funds that contractor is requesting for
TTM.
I have emphasised to
that the organisers will have to decide & let WCC know how they
intend to proceed. I have also asked our Street Activities Coordinator to reach out to talk
through how each of the options may work.
I do know that they have cancelled the contract with FH (confirmed by
), though I am not
sure if they have been supplied with the TMP.
It would be helpful if there was some clarity that WCC is not charging a $5k fee to protest, this is
a private arrangement with a TTM provider. We have had a few messages that we have had to
respond to, none in support of Council.

I am of the view we should not pay for traffic management services for this protest.
We request a protest to submit a traffic management plan, it’s not a requirement, no one stops
protests that don’t submit one.
We paid for the first school strike protest plan and services as we wanted them to be safe and
they didn’t realise they needed a plan. They do know now, this isn’t a surprise.
Many protests do their own traffic management on the day with volunteers
Sean is talking to their organiser
today with clarification and advice.
I’ve gone back to Cr Paul and some of the protest organisers with a “no”
If we fund this protest, should we fund others??

This one is your call.
The transport team doesn’t have discretionary budget to fund traffic management for protests
and if Transport funds its then it raises equity issues for other protest groups.
If it is to be supported, suggest it neds to come out of the Climate action budget and if it is, then
suggest there is allowance made for it every year to avoid us repeating this each year and we
advise the SS4C accordingly.

Yes, it is regrettable that Council won’t pay the contractor fees for Traffic Management.
Councillors, I have spoken to various different business units about Council paying for the Traffic
Management Plan as we have in the past and the answer has been no.
I have reached out to VUWSA, Grant Robertson and James Shaw. Some are making private
donations but they don’t have discretionary funds either.
I have said to the organisers I would be happy to contribute personally and I understand that
about half of the costs have been covered by unions and other groups so they are almost there.
If anyone has any further ideas please sing out!
I am proud to support SS4C and will continue to do so.

harm. This is why you addopted a Climate Emergency declaration.
How does this fit with the WCC charging School Strike 4 Climate (one of the poorest groups in
the country) $5,000 to hold a demonstration on Sept 23rd?
I would be pleased to hear that this has been considered at Council and the fee waived
