Dear James
I refer to your Official Information Act 1982 (OIA) request dated 7 October 2022, in which
you requested information about traffic crash reports on State Highway 1.
I am writing to request al crash reports for State Highway 1 Between Tamahere
intersection with Tauwhare Road to State Highway 1 intersection with State
Highway 29 At Pairere [between] 1st January 2010 through to 25 October 2022.
There are over 780 recorded crashes within scope of your request. Each traffic crash
report would need to be manually reviewed to remove personal y identifiable information
and determine if the crash remains under active investigation and/or if there are
associated proceedings currently before the court.
Applying a best-case estimate of 15-20 minutes per report, I have assessed this would
take between 195 and 260 hours to complete. This would place a significant
administrative burden on Police and would unreasonably interfere with our operations.
In accordance with sections 18A and 18B of the OIA, I have considered whether
extending the time limit, imposing a charge, or consulting with you to help you to make
the request in another way would enable it to be granted. I am of the view that none of
these would. For example, limiting your request to the last five years still results in over
300 crash reports to locate and review.
Therefore, I must refuse your request under section 18(f) of the OIA as the information
you have asked for cannot be made available without substantial collation or research.
If you are not satisfied with the way I have responded to your request, you have the right
under section 28(3) of the OIA to ask the Ombudsman to review my decisions.
