Thank you for your email
of 24 November 2022 requesting the following information under the Official
Information Act 1982 (the Act):
Can you please confirm if there have been any changes made to the traffic light programming
on either one-way section of SH1 between George Street (south) and Howe Street (north).

Has a change in traffic light programming occurred? If so can you include any relevant
briefings or internal communications related to this changed.
There have been no changes made to traffic signal programming on the northbound or southbound
one-way sections of Great King Street North and Cumberland Street (both SH1) in Dunedin.
Operation of the traffic signals on the SH1 one-way system in Dunedin are managed by Wellington
Transport Operations Centre (WTOC). About six months ago WTOC undertook work to optimise the
operation of the one-way system through Dunedin and reinstate the “green wave”. This means that,
once a green traffic signal occurs and provided you adhere to (or under) the speed limit, you should
encounter a green traffic signal for each intersection as you proceed through the corridor.
As shown in the screenshots in Appendix 1, the green wave is still operational. Waka Kotahi NZ
Transport Agency has consulted with Dunedin City Council (which we work with on signal
management in Dunedin) and it confirms that they have not modified the operation since WTOC’s
latest adjustments.
A possible cause of congestion is the amount of roadworks and road closures on adjacent local roads.
Traffic has been displaced to alternative corridors and has likely placed pressure on other
intersections throughout the network. Due to the transient nature of road works on adjacent roads, it is
not possible to actively manage this.
In line with Waka Kotahi policy, this response will soon be published on our website, with personal
