I was paged as the on-call Specialist Fire Investigator to assist the Officer in
Charge with the determination of origin and cause of the fire. I arrived at the
address at 9:30 a.m. and began a scene examination with ARR

Description and use of property
The building was a single level shared house split into two units each with a semi
attached single garage. The building was constructed from concrete block, long
run iron roofing, concrete floor with aluminium window joinery and single glazing.
Pre-incident events
The
was home in bed at the time of the fire. The car in the garage had
not been driven for months and the mobility scooter had not been on charge.
The fire was reported to the Fire and Emergency NZ Communication Centre on
12th December 2022 at 2:57 a.m. via a 111 call.
Scene Examination
Exterior examination:
I began the exterior examination from the entrance to the garage and progressed
anticlockwise. There were smoke deposits around the top of the garage walls
indicating fire from within the garage. There were no signs of a fire starting on the
exterior of the building and the exterior was ruled out as the origin of the fire.
Interior Examination:
I began the interior examination by entering the garage through the main door.
Burn patterns in the conservatory indicated fire travel from the garage. Burn
patterns in the garage indicated the fire had started on the left hand side
(Northeast corner).
There were the remains of a mobility scooter behind the car and it was powered by
lead acid batteries. Damage to the scooter was from external fire from the left of
the car and the batteries had been damaged from external exposure to fire. The
mobility scooter was ruled out as there was no sign of fire starting within the
scooter and there were no charging cables near it.
On excavating the area to the left of the car I discovered a battery charger that was
not plugged into anything. Next to the battery charger was a set of jumper cables

that were not in use. There was an oil column heater under the window that was
not plugged in, so it was also ruled out. Next to the heater was a mass of melted
garden matting and it was found to have a power cable running through it that
ended with a power transformer. The transformer was damaged by fire. Next to
the window was the location of an electrical socket. The socket had been
completely consumed by fire and there was a shadow and burn pattern indicating
the location of the power wires. On extracting the power cable from the mass of
burnt garden mat and placing it back at the socket location the burn patterns on the
insulation matched the burn patterns on the wall. The other end of the cable was

found under the debris protected from fire and went through a hole in the block wall
into the conservatory and was connected to a pump inside a water feature. This
water feature was confirmed to have been running prior to the fire.
Area of Origin
The area of origin was determined to be the garage attached to the conservatory of
unit 5.
Point of Origin
The point of origin was determined to be the transformer plug at the power socket.
Supposed Cause
An electrical failure of power supply to the water feature igniting combustible
materials in the garage.

Elimination of Other Possible Causes
Lightning strike was eliminated as there was no storm.
Focussed sunlight was eliminated as the fire was at night.
Discarded smoking materials was eliminated as the
was a non-smoker.
Mobility scooter was eliminated as the burn patterns did not support and the
scooter was not charging.
The car was eliminated as the
had not used it for months and was
banned from driving.
The battery charger was eliminated as it was not in use.
Spontaneous combustion was eliminated as there was no evidence to support this.
Deliberate ignition was eliminated as the house was secured at the time of the fire
and the
