Thank you for your email of 24 January 2023 to the Ministry for Ethnic Communities (the
Ministry) requesting the fol owing information under the Official Information Act 1982 (the
OIA):
…“ the Ministry made 117 nominations and 26 endorsements for the
appointment of ethnic candidates to 72 public sector board and committee
roles.” Can you please provide the name of 72 public sector board and committee
roles, also can you please explain what do you means by nominations and
endorsements.
“the Ministry nominated 11 candidates for a New Zealand Royal Honour.” Can
you please provide how do you select the candidate for Royal Honours? What is
the process behind the selection. Do you have a nomination panel? Please
provide any internal policy, memo regarding this matter…
I will respond to each of your questions in turn.
Part 1
1. Can you please provide the name of 72 public sector board and committee roles
Please refer to Appendix 1.
2. Also can you please explain what do you means by nominations and endorsements
“Nomination” means that the Ministry identifies and nominates suitable candidates from its
database to the appointing organisation or the Minister in response to their request. More
information regarding the Ministry’s Nominations Service can be found here:
https://www.ethniccommunities.govt.nz/programmes/nominations/.
The Ministry may endorse candidates for a board vacancy who have self-nominated/applied
for a board vacancy directly. In that instance, the Ministry can contact the appointing agency
to advise of the Ministry’s endorsement. An “endorsement” means that the Ministry
supports the candidate’s application for the vacancy as they are a person on the Ministry’s
database.

3. Can you please provide how do you select the candidate for Royal Honours? What is
the process behind the selection. Do you have a nomination panel?
The Ministry fol ows the nomination guidelines administered by t
he Honours Unit of the
Department of Prime Minister of Cabinet (DPMC). More information about these guidelines
is available on the DPMC’s website:

An Honours project team (Project Team) made up of staff from the Ministry’s Strategic
Engagement & Partnerships team and Talent & Capability team work together to identify a
long list of suitable people from the ethnic communities, who could be considered for a
Royal Honour. The people are identified as potential candidates due to their significant
service/contributions/achievements to their community, region or Aotearoa New Zealand,
or in their field of work (over and above the usual expectations of the paid employee). The
Minister for Diversity, Inclusion and Ethnic Communities (DIEC) may also identify suitable
candidates for consideration
Information about the people’s service/contributions/achievements are gathered from
formal and informal sources.
The Project Team assesses each of the potential candidates on the list using a scoring
system, as below:

The longevity and depth of the nominee’s contribution/service
0 to 5 points
Overall public recognition of the nominee’s contribution/service 0 to 5 points
by the community/wider society/sector peers/home country
The scale of the nominee’s contribution/service – geographical, 0 to 5 points
inter-faith, and/or pan-ethnic dimensions.
Once scoring is done, the Project Team will:
a) develop a short list, which wil be reviewed and approved by the Deputy Chief
Executive, System Capability and Programmes
b) provide a briefing to the DIEC Minister about the potential candidates
c) ask the DIEC Minister to advise the Ministry who she would like to nominate for a
Royal Honour
d) prepare the
Nomination Form(s) for the people identified in c) above and gather the
respective letters of support for the DIEC Minister’s final review, signature and
submission to the Honours Unit by the due date.

4. Please provide any internal policy, memo regarding this matter.
I am refusing this part of your request under section 18(e) of the OIA as the information
requested does not exist.
The Ministry does not have any internal policy or memo for Honours applications. However,
staff refer to the information in Attachments 1 and 2.
