Thank you for your email of 10 February 2023, requesting the fol owing information from Te Pūkenga
– New Zealand Institute of Skills and Technology (Te Pūkenga):
I would like to get information on the percentage of apprentices under the competenz
programme who are currently listed as "NOT ON TARGET".
Would also like to get information on the average number of years for apprentices to complete
their apprenticeships and the completion rate of apprentices who enter their programmes.
Your request as currently framed will be difficult to meet without substantial collation. This is due to
the scale of Competenz which covers work-based training for 36 sectors, about half of which have
apprenticeship programmes.
Furthermore, the duration of different apprenticeships varies from two to four plus years based on
industry standards, block course delivery, and the individual learners’ prior learning. We would
therefore need to provide an average duration for each apprenticeship in order for the average
provided to be useful to you.
It would also be important for Te Pūkenga to provide context for why an apprenticeship is a certain
length but doing so across all the whole of Competenz coverage would be time consuming. Therefore,
unless your request is amended, I may have to refuse it under section 18(f) of the OIA, which applies
where the information cannot be made available without substantial collation or research.
To allow Te Pukenga to complete your request, I would suggest that you narrow the scope of your
request by specifying what sectors you would like the requested information for. Please indicate
whether you are prepared to amend your request as I have suggested by responding to
