Request for Information
I refer to your email of 23 February 2023 requesting information on the review of
issued and active consents granted to Manawa Energy Limited relating to the
Coleridge HEP and Rakaia River catchment operations Your request has been
referred to me to reply.
For each of these issued and active consents, please provide the number of
times you have exercised this consent condition and the outcome of that
review.
We have not initiated a consent review on any Manawa Energy Limited (previously
Trustpower).
If this consent condition has not been initiated by ECan, why not, given the
loss of outstanding characteristics and features of the river as defined in s3 of
the National Water Conservation (Rakaia River) Order 1988?
Environment Canterbury has full discretion to initiate a consent review. We have
chosen not to initiate any consent reviews on any of the consents held by Manawa
Energy because none of the triggers have been met.
If you have information on the issues you’ve raised relating to section 3 of the
National Water Conservation (Rakaia River) Order 1988, Environment Canterbury is
happy to receive and consider that information.
You wil be aware that if you are not satisfied with this response, you are able to refer
this matter to the Of ice of the Ombudsman under s27(3) of the LGOIMA.
