Information Request –Memorandum of Understanding with St John New Zealand
I refer to your official information request dated 27 February 2023 asking for information relating
the Memorandum of Understanding (MOU) Fire and Emergency New Zealand has with St John.
In accordance with the provisions of the Official Information Act 1982 (OIA), I outline each of your
queries and our response, below.
1.
Can you please provide a full copy of the current MOU with St John
Please find
enclosed a copy of the MOU.
2.
“A team has been established to coordinate the review of the current MOU and assist in
developing a new MOU." Can you please provide the org chart of this team.
We do not have an org chart for the team. The Service Delivery Design Branch is responsible for
the MOU with St John.
The senior leaders involved are:
• Steph Rotarangi – Deputy Chief Executive, Service Delivery Design Branch
• Paul Turner - Nation Manager Response Capability
• Aaron Waterreus – Specialist Response Manager

"We have already asked for feedback from key stakeholders but would be happy to receive
additional input from those who have not put forward a submission" Can you please provide
the list of stakeholders you have mentioned within here.
Fire and Emergency New Zealand have approached members of the Medical Response Focus
Group as well as our Unions and Associations for their input, including changes they would like
to see in the MOU.
The list of stakeholders include:
• Hato Hone St John
• Wellington Free Ambulance
• New Zealand Professional Firefighters Union (NZPFU)
• United Fire Brigades Association of New Zealand (UFBA)
• Fire and Emergency Commanders Association (FECA)
• Rural Professionals Association (RPA)
• Our Communications Centres
