I refer to your request for information dated 28 February 2023, which was received by Greater
Wellington Regional Council (Greater Wellington) on 28 February 2023. You have requested the
following:
“I would like a breakdown of mileage covered by buses operated by GWRC/Metlink and its
contractors, specifically with regard to the proportion of kilometres travel ed in revenue service vs
for other purposes.
Ideally, this would include:
* Approximately 10 years of data, in yearly or monthly increments
* Separated by operator, including bus companies no longer operating GWRC routes.
* Total fleet km travel ed
* Fleet km travelled in revenue service
* Fleet km travel ed in repositioning for revenue service; e.g. travel ing from a base to the start of a
route or vice versa, or from the end of one route to the start of another while not in service
* Fleet km travel ed for charter service
* Fleet km travelled for rail replacement service
* Fleet km travel ed for operational reasons outside the above, such as repositioning between
bases, or for overhaul/maintenance.
If the data or subsets is available but in other formats (e.g. separated by individual bus chassis, or
on an hourly rather than km basis, I would prefer the original data where practical.
If some of this information is only held by the operators, I would appreciate you requesting it from
them.”

Greater Wel ington’s response fol ows:
Attachment 1 sets out the data we hold for annual timetabled kilometres for bus services from
2013-2023. This includes al the data we have in total fleet kilometres travelled in revenue service.
Information from 2013-2018 (July) was provided to us prior to our current Public Transport
Operating Model (PTOM) contracts. This information has been calculated annual y and split by
contracted and commercial routes. This information was owned and reported by the operators at
the time. We have no means of checking the accuracy of this information or how they chose to
measure.
Attachment 2 sets out monthly reported data from July 2018 onwards, post-PTOM. This data is
fleet kilometres travelled in revenue service but does not include the kilometres travelled for
services that were deemed to have only partly run.
The information in attachment 2 has been split by operator from March 2022. However, our
reporting system does not have the capacity to split the information by operator for any earlier
date.
Rail replacements are not included in Attachment 2.
We do not hold data for:
• “Fleet km travelled in repositioning for revenue service, e.g., travelling from a base to the
start of a route or vice versa, or from the end of one route to the start of another while not
in service.”
• “Fleet km travelled for charter service.”
• “Fleet km travelled for operational reasons outside the above, such as repositioning
between bases, or for overhaul/maintenance.”
As such we refuse this part of your request under section 17(g) of the Local Government Official
Information and Meetings Act 1987 (the Act) on the basis that this information is not held by Greater
Wellington Regional Council or any other local authority, department or Minister of the Crown or
organisation.
Attachment 3 includes fleet kilometres travelled for rail replacement services for the 2019 – 2022
financial year. This data was used for our carbon emissions reporting.
We do not hold Rail Replacement data for the years prior to 2019. As such we are refuse this part
of your request under section 17(g) of the Act on the basis that this information is not held by
Greater Wellington Regional Council or any other local authority, department or Minister of the
Crown or organisation.

Although Metlink does not hold al the information you have requested, we are happy to have an
officer contact you if you require more of an in-depth explanation to your request.
