Information Request – Training Procurement Policy
I refer to your information request dated 14 March 2023 asking for the following information:
1. FENZ external operational training procurement policy
2. Tender specifications and selection criteria for external swiftwater/flood/water rescue training
providers within the last 12 months
3. Conflict of interest policy for procurement
4. Conflict of interest register for external swiftwater/flood/water rescue training procurement
5. Project plan for externally delivered swiftwater/flood/water rescue training
6. Risk assessment for swiftwater/flood/water rescue training (project and event)
On 13 April 2023 we responded to questions one and three of your request.
In accordance with the provisions of the Official Information Act 1982 (OIA), please find below a
response to the outstanding aspects of your request.
2. Tender specifications and selection criteria for external Swiftwater/flood/water rescue
training providers within the last 12 months
There was no tender process because the training providers were procured with direct sourcing.
Direct sourcing of a provider was an option as the total cost of the training was below the
$100,000 threshold set out in Government Procurement rule 6 paragraph 1 and there was one
supplier of the training framework in New Zealand.
The primary criteria for selection of the directly sourced provider was that it must be able align the
three Fire and Emergency New Zealand pilots with the same training framework and provider our
key partner organisation Surf Life Saving New Zealand is using. Surf Life Saving has the ability to
provide us with a motorised water response capability and therefore having the same training as
them was important for interoperability.

enclosed Appendix one for more details regarding the content of the training
programme selected. Out of scope information in this document has been withheld.
4. Conflict of interest register for external swiftwater/flood/water rescue training procurement
This aspect of your request is refused under section 18(e) as we are advised a conflict-of-interest
register was not kept for this specific procurement and therefore the information does not exist.
5. Project plan for externally delivered swiftwater/flood/water rescue training
We are looking at bringing the training in-house and there will be a project plan for in-house
training developed in the future.
6. Risk assessment for swiftwater/flood/water rescue training (project and event)
We are advised that Fire and Emergency does not hold a risk register for this training, rather that
will be held by the external training providers. Therefore, this aspect of your request refused
under section 18(g).
